Welcome at the webpage of the Europe E-mobility ID Registration Repository (IDRR), hosted by the IDRO Benelux on behalf of all European ID Registration Organizations (IDRO).
IDRO - The IDROs need to maintain the ID registration for Charge Point Operators (CPOs) and Mobility Service Providers (MSPs) with an unique ID for each organisation. These IDs issued by the IDROs are used to identify charge contracts and charge stations (possibly also charge pools). The use of the unique IDs supports the cross-border use of charge stations by EV drivers, as it enables domestic and foreign ad hoc payments.
IDRR - The national IDROs collaborate at European level via the ID Registration Repository (IDRR). The IDRR provides relevant information on IDs, access to national ID registers and ID requests. It offers support to national IDROs with their activities and Member States who do not yet have their IDRO. Furthermore, the IDRR also ensures long-term sustainable ID management.
The IDRR and its website are introduced by the Consortium of the Programme Support Action IDACS in 2021. IDACS is an abbreviation for ‘ID issuing and data collection for alternative fuels’ and aim to support Member States in setting up data collecting for alternative fuels and make the data available through the National Access Points and to develop an effective, EU-wide coordination mechanism to assign unique identification codes to CPOs and MSPs.
IDRR Steering Committee
The IDRR is lead by its Steering Committee, which will consist of one representative of each operational IDRO. Biannual (remote) meetings will be organised to evaluate experiences, discuss the developments and possible issues and, if necessary, changes, concerning the IDRR activities or the ID format and the usage of IDs.
The purpose of IDs
E-mobility ID codes issued by the IDROs are IDs with a national country code for Mobility Service Providers (MSP) and Charge Station Owners (CSO) or Charge Point Operators (CPO). These unique ID's for organizations that manage charge stations or offer charge services accessible to all EV drivers are needed to identify these organizations for international billing and data exchange. Issuing and managing codes for EV driver contracts and charging stations ensures that charging stations can be found throughout Europe and that transactions for access and charging be reliable.
The IDRO issues only IDs for CSO/CPOs and MSPs (first 5 Digits), not for recharging Points (EVSE ID) and contracts (EMAID). The EVSE for recharging points and EMAID for contracts contain the Operator/Provider ID and they are issued by the ID-Owner. They are conceived purely as identifiers. Importantly, they are not meant to contain knowledge (e.g. the operator name) and should not be considered as marketing tools.
The IDRO publishes the list of IDs and the information on the entities to which they have been delivered.

The costs of IDs
For the registration and maintenance of IDs lists, a cost covering fee may be levied, only due to some national regulations Member States cannot request any fee for these kind of activities. In these situations the cost are covered via federal/state budget. If a cost covering fee is levied, this is often divided into a registration and yearly fee.
Support for companies and organizations
Companies or organizations actively participating on the e-mobility market can contact their national IDRO for questions and additional information if needed. However, not all Member States in Europe have a national IDRO. For this reason the IDRR offers the opportunity to contact the present chair of the Steering Committee for more information.
Support for other IDROs and national governments
The majority of the IDACS project members are willing to give advice to other Member States who do not yet have an IDRO. During the project, Member States developed awareness for the need and understanding of the concept of an IDRO. Moreover, each of the Member States also developed knowledge and experience in setting-up and operating an IDRO. Member States are willing to forward their knowledge to other Member States. As a result of the PSA IDACS a lot of documentation on the ID format and the IDRO set-up is available. Member States interested in setting-up an IDRO are advised to take notice of these documents.
IDROs that offer support and advise in the set-up of an IDRO: Austria, Benelux, Croatia, Czech Republic, France, Germany, Greece, Hungary, Lithuania and Portugal.
ID management services to other Member States by other IDROs
The IDROs of Austria, the Benelux, Hungary, Portugal and are willing to offer ID registration activities upon request on behalf of another Member State that does not yet have an IDRO. As this will have impact on the resources and costs of these IDROs, agreements should be made between the Member States. This can either be a temporarily situation or it can result in Member States working together as one IDRO (e.g. like IDRO Benelux).
